Franklin Street and Joseph Street Gap Study

At my request, the Town's traffic engineers did another Gap Study on April 22, 2009.  I had hoped that it would permit a School Crossing Guard.  Unfortunately it didn't.

The study and data analysis were conducted in accordance with Ministry of Transportation (MTO) and Ontario Traffic Conference (OTC) guidelines.  I have posted the report and the guidelines below.

Comments:

 

Driver visibility (sight stopping distance) was determined to be within minimum guidelines.  No conflicts observed.

 

Ministry of Transportation (MTO) and Ontario Traffic Conference (OTC) guidelines.

Following are pages from the MTO and OTC guidelines.  All criteria should be met to justify the need for adult school crossing guard service.

(1) Number of Students Observed Crossing

Children must be observed crossing at, or near the subject location. OTC recommends 5 to 10 students minimum is recommended during each of the AM or PM peak crossing periods.

 

(2) Number of Safe Gaps in Traffic

A "safe gap" is a break in the flow of traffic that permits sufficient time for a child to safely cross the street. These safe gaps are measured during 5-minute intervals, over a 30-minute period during each of the AM and PM peak periods where students are found to be crossing. If during the study period, it is found that there are an insufficient number of safe gaps 50% of the time, a crossing guard may be considered.

 

(3) Student/Vehicle Conflict Observations

If the observed or potential conflict is high due to poor visibility, poor road geometric design or the lack of a logical crossing point, a crossing guard may be considered.

Based on the results of this particular study, Traffic Operations was unable to recommend the implementation of an adult school crossing guard service at this location.
